The radioactively-poisoned Paducah Gaseous Diffusion Plant, located near Paducah, Kentucky, is exposed by former Department of Energy - Citizens Advisory Board (CAB) Chair, Mark Donham. 

The Paducah Gaseous Diffusion Plant (PGDP) was notorious for intentional radioactive releases to the atmophere, which caused the surrounding communities and environment to become contaminated by uranium, neptunium, plutonium, technetium-99, other radioactive isotopes and toxic chemicals. 

• PGDP used the code wording "Midnight Negatives" to purge radioactive and highly toxic chemical contaminants into the air at night using a jetting system through the top stacks of the cascade buildings.

• PGDP buried highly contaminated waste products on-site in unlined landfills, as well as trenches, in order to quickly bury the proof of life-killing waste produced there. 

• 30,000 + Depleted Uranium cylinders stored on-site, in open air without any protection.

Mark Donham exposes the fate of the atom-splitting filters (barriers) which were used to create nuclear bomb material.

TITLE - CHAPTER 2

I begin a document reading (audio doc) of the Air Force  study, Weather as a Force Multiplier: Owning the Weather in 2025, which was published in August of 1996. 

This document is part of the U.S. Air Force Chief of Staff's Directed Future Studies.  They were developing concepts for the use of weather as a very powerful weapon for warfare. 

I read through the Title, Disclaimer, Acknowledgements, Executive Summary, Table 1: Operational Capabilities Matrix, Chapter 1: Introduction, Chapter 2: Required Capability - Why Would We Want to Mess With The Weather?, and What Do We Mean by "Weather- modification"?

 

In December 1994, the Chief of Staff of the United States Air Force (CSAF) tasked Air University to conduct a study to identify the concepts, capabilities and technologies the United States would require to remain the dominant air and space force beyond the first quarter of the 21st century. The study was called Air Force 2025, or 2025 for short.

The Commander of Air University (AU), the project chair, directed the formation of a study team composed of students and faculty from the Air University's Air War College (AWC) and Air Command and Staff College (ACSC); scientists and technologists from the Air Force Institute of Technology (AFIT), located at Wright-Patterson AFB, OH; and selected academic and business leaders in the civilian community across the nation. The AU team network included the Joint Staff; the staffs of unified commands; agencies with the Department of Defense, the Central Intelligence Agency, and the Defense Intelligence Agency; and all the services. Collectively, this diverse group served as a "think tank" to identify the innovative, high-leverage technologies and systems that will enable the United States to continue to set the standard for excellence in air and space power well into the 21st century.
